What Is MOHRE?

MOHRE — the Ministry of Human Resources and Emiratisation — is the UAE government body responsible for regulating labour relations in the private sector. It oversees implementation of the UAE Labour Law, licences establishments, handles worker disputes and complaints, and provides official guidance on end-of-service benefits.

MOHRE's official website is mohre.gov.ae. MOHRE provides its own official smart services and calculator tools. This website is independent of MOHRE and provides an estimated calculation based on publicly available UAE Labour Law.

Who Does MOHRE Govern?

MOHRE generally has jurisdiction over private-sector workers in the UAE who are subject to the federal UAE Labour Law (Federal Decree-Law No. 33 of 2021). This covers the majority of expatriate private-sector employees in the UAE.

Some categories fall outside MOHRE's standard jurisdiction:

  • Workers in certain free zones with separate regulatory authorities (e.g. DIFC, ADGM)
  • Domestic workers (covered under a separate framework)
  • UAE nationals covered by pension schemes
  • Workers in some federal government entities

MOHRE's Role in Gratuity

MOHRE enforces workers' rights to end-of-service benefits. If an employer fails to pay gratuity, a worker can file a complaint with MOHRE. MOHRE provides:

Current Gratuity Formula (MOHRE Framework)

For workers governed by MOHRE under Federal Decree-Law No. 33 of 2021, the general gratuity calculation is:

Daily wage = Monthly basic salary ÷ 30 Years 1–5 = Daily wage × 21 × years Years 6+ = Daily wage × 30 × additional years Partial yr = Daily wage × rate × (days ÷ 365) Maximum = 2 years' basic wage
